The <runprogram> action tries to be responsive when executing programs and keep to periodically refresh the UI while waiting for the process to finish. However, based on how CPU demanding the launched process is (or if the machine CPU is busy in other tasks) it may take longer to have the chance to refresh the UI, and Windows may detect it as temporarily not responding.

In some cases, a possible solution could be launching the command in the background, and wait for it to write the result to a file while waiting for it in a loop for a certain time. That would allow the installer to keep the UI refreshed while waiting for the process to finish.
